These centers enable promote the socioeconomic development of all regions of the country through the digital literacy of its users. In essence, the CECI looking for the "empowerment" technological communities through access to knowledge, information, creativity and ability to take on new challenges.
Furthermore it is intended to offer at a subsequent stage, the agricultural extension service, agricultural or industrial SMEs in each area of the country and train users able to use the online services of the digital management of the state. What is the supply of these centers? The CECI give priority to basic training in the use of Internet applications, email, English, video conferences, agenda for SMEs, among others.
Who provides service?
Officials, university students in its program of TCU, volunteers and community members.

Costa Rica achieve a more equitable and more prosperous if it is possible to reduce the gap in opportunity between Costa Ricans throughout the territory. This is viable by providing the tools necessary to integrate into society.
The CECI are instruments of escalation that lead to opportunity, equality and civic participation of young adults, minorities, low-income groups and immigrants. These centers respond to the need to provide people access to technology resources in order to reduce inequalities.
They computers and ICT (Information and Communication Technologies) are available to all members of the community, in an environment that supports learning and enhances the opportunity for access to education, employment, music, art and communication.
General objective of the Project:
Develop infrastructure and content required for the establishment of a network of Intelligent Community Centers in different parts of the country, designed to enhance awareness and management of ICT.
Specific objectives of the Project
Promote the integration of ICT into strategic points through the creation of Intelligent Community Centers as a sustainable and stable platform that provides information and interactive services of added value.
Integrate efforts of various state institutions to provide platforms population centers with Internet access and email dynamic, stable and accessible.
Promoting citizens' access to numerous sources of information nationally and internationally, as well as services related to information technologies to facilitate their daily work and reduce the digital gap.
Management, procurement services provided by different institutions by reducing the time, errors and delays present in the transmission of traditional information. Increase opportunities for people through communication services more efficient.
Increasing the skills of the students-future-workers in the proper and safe use of computers, Internet and e-mail.
Produce content of interest to promote local activities such as tourism, agriculture and business investment, among others.
Building the behest of local advocacy that promote the development of virtual communities.
CECI developed through the activities articulated in strategic areas such as

- Mechanisms for Universal Access.
- Means for the expansion of a Digital Culture.
- Items for inclusion in the Information Society and Knowledge.
